Technical Discussion Meeting on Data Application of the National Infectious Disease Intelligent Monitoring and Early Warning Software Held in Beijing
To accelerate the application and management of data from the National Infectious Disease Intelligent Monitoring and Early Warning Software, the Chinese Center for Disease Control and Prevention (China CDC) held a technical discussion meeting in Beijing on February 20, 2025. The meeting focused on the integration of data from the National Infectious Disease Intelligent Monitoring and Early Warning Software with the Provincial Coordinated Regional Infectious Disease Surveillance, Early Warning, and Emergency Command Information Platform. Information department heads from the Beijing, Shanxi, Liaoning, Zhejiang, Shandong, Hunan, Chongqing, Guizhou, and Shenzhen CDCs attended the meeting.
Based on the General Office of the National Administration of Disease Control and Prevention (NADC)’s requirements regarding data-sharing interface specifications for the Provincial Coordinated Regional Infectious Disease Surveillance, Early Warning, and Emergency Command Information Platform and the National Infectious Disease Intelligent Monitoring and Early Warning Software, as well as the operational status of the software, the Information Center conducted a comprehensive assessment. It proposed the development of a national-level standardized data management component based on the early warning software, which would be deployed on the Provincial Coordinated Regional Information Platform. This component is designed to facilitate data extraction, supervision, and reconciliation, serving as the source data for the platform to enable data extraction and sharing. Additionally, the meeting clarified key aspects, including data storage protocols, security baselines for encrypted data partitioning, and the management boundaries between national and provincial platforms. After discussions, participating experts reached a basic consensus to pilot the technical approach in select provinces with the necessary infrastructure and summarize experiences for further refinement.
Fu Gang, Director of the Information Center, emphasized that rapidly enabling data-sharing from the early warning software to the Provincial Coordinated Regional Information Platform is of critical importance. He highlighted that this initiative is a key tool for infectious disease surveillance and early warning, as well as for frontier technological research and preparedness. The deployment of the data management component will facilitate the establishment of a data governance mechanism focusing on data utilization, management, and access (“Use, Manage, Open”), ensuring a coordinated and mutually supportive national-provincial data framework.
During the meeting, experts provided insights and recommendations on the technical solution’s data uniformity, timeliness, completeness, validity, interoperability, and security. Moving forward, the Information Center will continue to refine the technical plan, align it with the capabilities of provincial government cloud services, and select pilot provinces for implementation.
