2025 National Conference on the Prevention and Control of HIV/AIDS, STIs, and Viral Hepatitis Held in Nanjing, Jiangsu
The 2025 National Conference on the Prevention and Control of HIV/AIDS, Sexually Transmitted Infections (STIs), and Viral Hepatitis was held in Nanjing, Jiangsu Province, from February 20 to 21. The conference thoroughly implemented the guiding principles of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee. It reviewed progress in prevention and control efforts and outlined the key tasks for 2025. Xia Gang, Deputy Director of the National Administration of Disease Prevention and Control (NADPC), delivered a speech. Yan Jun, Deputy Director of the Chinese Center for Disease Control and Prevention (China CDC), delivered opening remarks. The meeting was moderated by Lei Zhenglong, Director-General of the Department of Infectious Disease Prevention and Control of the NADPC, and concluded with a summary by Zhang Jun, Deputy Director-General of the department.
The conference noted that under the strong leadership of the CPC Central Committee and the State Council, and through the concerted efforts of local governments and relevant departments, China has maintained a low prevalence of HIV/AIDS nationwide, witnessed a sustained decline in the population-level infection rate of viral hepatitis, seen a downward trend in newly reported syphilis infections, and effectively handled imported Mpox cases—together making important contributions to safeguarding public health.
The conference called for the thorough implementation of the National Action Plan for Curbing and Preventing HIV/AIDS (2024–2030). It stressed the importance of clarifying tasks, ensuring accountability, consolidating working mechanisms, and promoting coordinated action across society. It also emphasized the need to address emerging trends and challenges through pilot programs, enhance scientific and technological support, and overcome bottlenecks in prevention and control. Further, the conference underscored the importance of focusing on priority areas, strengthening key links, and ensuring the effective and detailed implementation of control measures to improve overall prevention and control outcomes.
At the conference, Director-General Lei Zhenglong gave a detailed briefing on the National Action Plan for Curbing and Preventing HIV/AIDS (2024–2030). Heads of the National Center for AIDS/STD Control and Prevention, the National Center for STD Control, and the Public Health Emergency Center under China CDC reported on the progress made and the next steps arrangements in the prevention and control of HIV/AIDS, viral hepatitis, STIs, and Mpox. Delegates from Jiangsu, Tianjin, Sichuan, Shandong, and Guizhou shared their experiences in regional implementation. Breakout sessions were held to discuss key topics such as precise testing, integrated prevention of multiple diseases, standardization and drug resistance in antiretroviral therapy, participation of social organizations, STI prevention, and Mpox control. The agenda also included expert presentations on how big data, artificial intelligence, and digital technologies can support high-quality prevention and control efforts.
The conference was attended by officials from the Department of Infectious Disease Prevention and Control of the NADPC and from the China CDC, as well as by representatives from its affiliated centers—including the National Center for AIDS/STD Control and Prevention, the National Center for STD Control, the Public Health Emergency Center, and the National Center for Tuberculosis Control and Prevention. Also in attendance were representatives from provincial-level disease control administrations and CDCs, the Disease Control Bureau and CDC of the Xinjiang Production and Construction Corps, dermatology and STI prevention institutions, antiretroviral therapy centers, and relevant academic societies, associations, and foundations.
