China-UK HIV Strategy Support Program — Best Practices in Government Capacity Building (III)

 

The project cultivated excellent leaders and management talents. Over a period of six years, more than 150 CHARTS officials, department leaders, and liaison officers have seen their comprehensive skill enhanced through project-based training and exercises. CHARTS cultivated a group of well-rounded project management professionals with advanced concepts and outstanding expertise.

 

The project established a domestic expert team. In addition to engaging experts from centers for disease control and prevention at different levels, CHARTS also collaborated with renowned scholars from prestigious universities such as Peking University and Tsinghua University to provide technical support, and it gradually established a technical support team of over 200 experts and scholars from more than 40 universities and research institutes. CHARTS also signed an agreement with the China Health Human Resources Development Center to assist in creating a project expert database, building national and provincial level expert networks, reserving expert resources for HIV/AIDS prevention and control, and cultivating high-quality talents for China's think tanks.

 

The project developed an international team of experts dedicated to supporting China's efforts in AIDS prevention and control. The Future Group from the UK and Family Health International (FHI) from the US, as Technical Support Units (TSU), invited senior advisors to work on the projects and more than 10 renowned experts from institutions such as the London School of Hygiene & Tropical Medicine and Harvard University to provide on-site technical support. In addition, 21 international study tours were organized to countries including the UK and Australia to learn from their experience.

 

 

CHARTS supported the development, promulgation, and publication of a series of documents such as the China HIV/AIDS Monitoring and Evaluation Framework and National HIV/AIDS Monitoring and Evaluation System Evaluation. These documents have laid a solid foundation for the establishment and implementation of a monitoring and evaluation system in China. The system establishes indicators that align with the United Nations General Assembly Special Session (UNGASS) standards, and ensures a more systematic, standardized, timely, and accurate collection of information related to HIV/AIDS prevention and control.
