Mei Yang graduated from the School of Management, Beijing University of Chinese Medicine. He successively worked as an editor at Beijing Publishing House, and a principal staff member, to serve as a deputy director and a director at the Disease Prevention and Control Bureau of the Ministry of Health (MOH) (known as the National Health and Family Planning Commission or the National Health Commission in different periods). 
 
He also worked as the deputy secretary of the Yudu county Party committee and deputy head of Yudu county in Ganzhou, Jiangxi province. Later, he was appointed as director of the Office of Discipline Commission of the CPC Party committee (Personnel Department) at the National Administration of Disease Prevention and Control. In April 2023, he became the secretary of Commission for Discipline Inspection of the China CDC.
 
He received an award of excellence performance in Wenchuan earthquake relief works by the MOH and three other ministries and commissions. In addition, he received multiple awards as an outstanding civil servant.
