“ConvEx-3 (2025)” International Nuclear Emergency Communication Exercise Successfully Concluded
From June 24 to 25, 2025, the International Atomic Energy Agency (IAEA), in collaboration with several international organizations, conducted the “ConvEx-3 (2025)” Level 3 Convention Exercise on Nuclear Emergency Response. In accordance with the requirements of the National Nuclear Emergency Office and the World Health Organization (WHO) Radiation Emergency Medical Preparedness and Assistance Network (REMPAN), the National Nuclear Emergency Medical Assistance Support Center (Nuclear Accident Medical Emergency Center of China CDC) participated in the exercise. Serving as both the national technical support unit for nuclear emergency response and WHO-REMPAN’s liaison institution in China, the Center promptly provided emergency responses on issues related to medical treatment and public health.
The exercise simulated a nuclear accident scenario at the Cernavodă Nuclear Power Plant in Romania, requiring all participating units to undertake corresponding emergency communication responses. Liu Qingjie, Director of the Center, attended the launch meeting. Experts from Peking University Third Hospital (PUTH), along with specialists from the Institute of Radiation Protection—including departments of emergency management, radiation protection, radiation monitoring, radiochemistry, radiation epidemiology, radiotoxicology, radiobiology, radioecology, and radiation dosimetry—actively took part in the exercise. Based on scientific assessments of the event’s progression, the experts proposed comprehensive countermeasures and support plans covering casualty triage and medical treatment, radiation monitoring, decontamination and washing, dose assessment, food and drinking water monitoring, and psychological support. The exercise fully demonstrated the responsibilities, operational tasks, and response capabilities of China’s national health emergency system for nuclear and radiological incidents, while also showcasing the strong professional competence and dedication of the participating experts. Through post-exercise evaluation, areas for improvement were identified, and recommendations for enhancement were proposed.
