Following his studies at China Medical University and Peking Union Medical College, Zhou Yuhui served as the deputy director of the General Office of the Chinese Academy of Medical Sciences. He also served as a deputy division chief and division chief at the General Office of the then Ministry of Health (now the National Health Commission), division chief at the Science and Education Department of the then National Health and Family Planning Commission (now the National Health Commission), and deputy director of the Disease Prevention and Control Bureau of the National Health Commission.
 
Zhou has been engaged in health management, science and technology education, and infectious disease prevention and control work. He coordinated the formulation and implementation of the 13th Five-Year Plan for the science and technology development in national health and family planning (2016-2020), and took charge of establishing a review and management system of scientific research projects in the health field.
 
He also coordinated the formulation and implementation of the national three-year action plan for major infectious diseases such as AIDS and tuberculosis, the campaign to eliminate the public health hazards of hepatitis C, and the second stage campaign for the prevention and control of major infectious diseases such as AIDS in Liangshan Yi autonomous prefecture, Sichuan province.
 
Zhou participated in the handling of the traffic accident on the Qingdao-Jinan Railway and the rescue work after earthquakes in Wenchuan and Yushu, as well as COVID-19 prevention. He also organized and carried out medical security for major events such as APEC, the G20, conferences related to the Belt and Road Initiative, the BRICS conferences, summits of the Forum on China-Africa Cooperation, and the national Two Sessions.
